POSITION SUMMARY
The Training Director is responsible for all training conducted on behalf of the Missouri Sheriffs’ Association, making sure all training is compliant with Missouri POST requirements and meets or exceeds professional standards. In addition, the person in this position represents the face of the Sheriffs' Association Basic Peace Officer Academy and oversees the day-to-day operation of the Basic Peace Officer Academy. Supervises one employee and numerous independant contractors delivering training services.

PRIMARY RELATIONSHIPS
The position reports to the executive director and participates with the board of directors, executive director and other management staff in charting the direction of the organization, assuring its accountability to all clients, and ensuring its effective operation. Within the organization the position has primary working relationships with the executive director, director of marketing, support staff of the organization, and the service providers. Outside the agency, the position coordinates with POST, members of the community, vendors and the organization’s clients.

PRIMARY DUTIES & RESPONSIBILTIES

1. Ensure compliance with professional industry standards and accepted practices, as well as all Missouri POST standards in all training conducted by or on behalf of the Missouri Sheriffs’ Association.
2. Coordinate, develop and direct various training conferences conducted by MSA, to include determining presentation topics, scheduling instructors, guest speakers, developing training agenda, ensuring compliance with POST CLEE requirements and operational functions required to conduct conferences and trainings with the utmost professionalism.
3. Develop new continuing education programs/courses, writing lesson plans.
4. Communicate with sheriffs’ offices and jail administrators to assist in the assessment of and scheduling for training needs.
5. Work closely with academy site coordinators, providing guidance and oversite to ensure compliance with POST and academy standards.
6. Assist site coordinators in obtaining and scheduling Academy instructors and resolving scheduling conflicts should they arise.
7. Serve as an instructor when so required or directed.
8. Perform unannounced academy site visits during the course of the class.
9. Ensure compliance with all rules, regulations, policies and procedures of the Missouri Sheriffs’ Association governing site coordinators, instructors, and trainees.
10. Investigate all internal or external complaints.
    1. Complaints and / or violations of POST mandated requirements.
    2. Complaints and / or violations of academy rules or regulations.
11. Facilitate equipment movement.
12. Screen and approve basic academy applicants and academy lesson plans.
13. Seek and build relationships and strategize for academy and CLEE training growth.
14. Prepare and manage training budget.
15. Conduct other duties as the executive director may require.
    

SECONDARY DUTIES & RESPONSIBILTIES

1. Learning management system software administration, documentation, tracking, reporting and delivery of educational courses, training programs or learning development programs.
2. Develop, format, and post LMS training course for online, self-paced learning.
3. Schedule, facilitate, administer, present, record and rebroadcast webinars and other remote presentations.
4. Fleet, facility, and equipment maintenance.
   

KNOWLEDGE, SKILLS AND ABILITIES

7. Eligible to be licensed as a Missouri POST Generalist instructor.
8. A working knowledge of Microsoft computer programs including Word, Outlook, Excel, PowerPoint and pdf documents as well as the ability to learn audio visual equipment operations.
9. Computer literacy in word processing, data base management and page layout.
10. Experience with learning management software and applications.
11. Working and operational knowledge and understanding of webinar and remote presentation platforms.
12. Working knowledge of conference call equipment, software, scheduling, and recording.
13. The ability to perform basic computer setup, configurations, software loading, trouble shooting, hard drive replacement, data backups and virus protection.

WORKING CONDITIONS

1. General office environment. Work is generally sedentary in nature, but may require standing, walking, stooping, and bending for up to 30% of the time.
2. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc.
3. Work is generally performed within an office environment, with standard office equipment available.
4. The Training Director DOES NOT work a standard work week. The person in this position often works additional evenings, weekends, and holiday hours to accommodate required activities. Putting in 60 hours a week or more is common.
5. Out-of-town, overnight travel is required.
6. Public speaking and presentations are required.
7. Must work out of the Jefferson City office. One day a week remote workspace options are negotiable.

MINIMUM REQUIREMENTS

1. Minimum of 5 years of law enforcement experience.
2. Minimum of 3 years classroom instruction experience.
3. Successful completion of a POST approved Instructor Development Course.
4. Possess a valid Missouri Class E or higher driver’s license.
5. No more than 3 traffic violation convictions in the last 5 years.
6. No license suspensions, DWIs or illegal drug use in the last 10 years. 
7. No criminal history as outlined in Section 590.080.1 and Section 590.100.1, RSMo.
8. Must be able to lift and carry up to 50 pounds unassisted.
9. The skill to connect, pull and back a trailer.
